It depends. Typically it's reappraised, but that may be a (very inaccurate) drive by appraisal. If you want a full appraisal you'll have to pay for it.

They should be able to accomodate your loan re-financing. Call the DCU loan officers and discuss your options. There is no obligation to lock- in or commit to a loan for the initial inquiry. Just tell them what you need.
